The Problem:
Traffic crimes.

The Social Invention:
A law could be introduced stating that motoring endorsements must be displayed in some form on the driver's car. This would act as a deterent and also alert drivers and police to errant drivers.

There could be a colour-coding system with different colours indicating number of endorsements or any bans.
