The Problem:
Bad drivers. Particularly those that drive in bus lanes or those that use a motorway hard shoulder during traffic jams.

The Social Invention:
In addition to the normal police 'specials' there could be traffic police specials. These would people would carry a hidden camera in their car that films the road ahead. These specials would use their car as normal and their only responsiblity would be to hand over the camera recording to police when they see a case of bad driving.
